Not usually. Most plugins are fine when configured correctly and not fighting another plugin doing the same job. We fix configuration and conflicts before we recommend switching tools.
Can you fix WordPress SEO without a full rebuild?
In most cases yes. If the theme or page builder itself is the bottleneck, we'll say so plainly rather than patching around it indefinitely.
